The MoakCasey Leadership & Academic Services (LAS) team offers a wide array of expert analysis and support in academics, assessment and accountability as well as assisting schools with setting, and sustaining, strategic direction. The LAS team of proven leaders prides itself in listening to client’s needs and responding by building capacity for sustainable success.

The MoakCasey School Finance Services team includes former top education officials and practitioners. MoakCasey is considered the gold standard in high-quality research and planning services related to the financial operation and management of public school education.  The school finance team equips school districts and charter schools with the knowledge they need to allocate their financial resources efficiently and effectively by delivering the guidance and products that help keep them at the forefront of financial administration.  Our expertise in economic development, bond programs, and real estate services, along with our expertise in the school finance system has made MoakCasey the go to firm in solving complex development problems.  MoakCasey helped develop and implement the most successful economic development program in the nation, helping secure billions of dollars of development for the state of Texas through expert analysis and understating of the tax and school finance system in Texas. MoakCasey has led over 400 economic development projects on behalf of school districts and government entities, securing agreements with companies such as Tesla, Samsung, Bell Helicopter, Dow Chemical, and Enterprise Product Partners to name just a few. In addition, MoakCasey has been the leader in working with government entities to help create Freeport,  FTZ Exemptions, TIRZ’s, and a variety of Municipal Utility Districts over the years.

Founders Legacy Carried Forward by New Leadership

Founded in 1997 by Lynn Moak and Dan Casey, MoakCasey identified that school districts and government entities needed an independent source of high-quality, data-driven public education information that is useful to school district leaders and policymakers.

MoakCasey, LLC has a strong executive leadership team, which includes Buck Gilcrease, Executive Chairman; and Dan Huberty, Chief Executive Officer; who both purchased the firm from Mr. Moak and Mr. Casey in June of 2022, and continued to carry forward with this legacy. They are joined by Leo Lopez, Chief Financial Officer. This team of executives, who also serve as the named board members of the firm, bring a wealth of business, political, government, and school district expertise to our clients.

Lynn Moak

Lynn Moak served as managing partner of MoakCasey from its inception in 1997 until his retirement in 2022 when he continued to serve the firm as board member emeritus. His vision of a public service firm dedicated to providing school finance and accountability analysis and support to Texas schools continues to be the firm’s guiding principle.

For over 55 years, Lynn specialized in large-scale data analysis, development of research-based school finance policy positions, and the integration of assessment, accountability, and finance issues. During his career, Lynn held senior staff positions at the Texas Education Agency, the Texas Comptroller of Public Accounts, and the Office of the Lieutenant Governor.

Lynn Moak is recognized for his impactful career at the national, state, and local levels, serving as expert witness and significantly contributing to advancements in education funding through research and practice.

Dan Casey served as partner of MoakCasey from its inception in 1998 until its sale in 2022, when he continued to serve the firm as a consultant until his retirement in 2025.  With over 49 years of public school and governmental finance experience. Dan held senior staff positions within the Texas Association of School Boards, the Texas Legislative Budget Board, and the Texas Comptroller of Public Accounts and provided valuable insight and experience on a wide range of school finance topics. His strong relationships with education leaders at the legislature, the Texas Education Agency, and across school districts distinguished him within the industry.

Dan is recognized as one of the state’s leading experts on school district property taxes and economic development incentives, having assisted school districts in their consideration of more than 400 property value limitations for major economic development projects over the last 20 years, and is considered the foremost expert on Chapter 313 Agreements.
