MoakCasey is a TEA-approved provider for both planning and implementation grants in RLA and elementary and secondary Math. We have a proven track record of providing districts with customized care while ensuring that all required milestones are met.
Even if a district is not a recipient of a Strong Foundations grant, MoakCasey can provide training in:
- Research-Based Instructional Strategies (RBIS) in either RLA or math for teachers and leaders.
- MoakCasey can also support districts in the selection and deployment of High-Quality Instructional Materials (HQIM)

Strategic allocation of human capital resources – It’s more important than ever that Texas public schools utilize their human resources not only effectively, but efficiently. We can determine the extent to which your district is both effective and efficient. This analysis evaluates the formulas used to allocate FTE’s, scheduling efficiencies, comparability of class size, etc. and will provide a written report detailing the work and recommendations for continuous improvement.

Cost-effective, just-in-time training and support – The NQS (Network of Quality Schools) subscription is a collaboration of school districts and administrators seeking to sustain long-term continuous improvement using a Performance Management Framework.
New Superintendent Coaching
Start Strong. Lead Well. Succeed Long-Term – Providing confidential, year-long support to help new superintendents start strong. The service includes in-district visits and monthly coaching focused on governance, communication, staffing, finance, and crisis leadership—reducing early missteps, strengthening board alignment, and increasing long-term superintendent success, and protecting the board’s leadership investment during transition periods.

Performance-focused Governance: Value Driven, Data Informed – Our authorized service providers offer customized training aligned to TEA’s Framework for School Board Development and is focused on team trust, good governance, and student outcomes. We provide tools for the Board to exercise its statutory requirement of oversight of management.

Data-driven findings – MoakCasey experts examine a wide array of data in the context of enrollment and demographic trends, including a comparative analysis of district and campus STAAR and EOC assessment data in relation to peer districts.
