Dr. Buck Gilcrease joined MoakCasey as an Executive Director in 2018 and now leads the company as its Executive Chairman of the Board following its purchase in 2022. He maintains focus on its guiding principle of a public service firm providing school finance and accountability analyses, leadership, and support to clients. With almost 30 years of experience in Texas public schools, serving the last 15 as a superintendent first in a small, rural district, then in a mid-sized district and lastly in a multi-high school, fast growth district, he has extensive experience in successfully navigating his district through all areas of school finance and accountability including bond elections, TREs, budget planning, implementing Teacher Incentive programs and raising student performance on academic measures.

Dan Huberty is currently the Chief Executive Officer of MoakCasey, LLC. MoakCasey is the largest education and economic development consulting firm in Texas. Serving over 700 school districts in Texas, it is the oldest education consulting firm in the State. Huberty is also President of the of BR&D LLC a real estate consulting company, which owns multiple commercial properties, including parking facilities in Texas. Huberty was President of The Parking REIT from 2016 – August 2021, which acquired and developed nearly $500 million in parking assets throughout the country. Huberty successfully oversaw the sale of the company in 2021, and still maintains a consultative role with the current owners, MOBILE IT. Huberty spent nearly 30 years in various roles in and supporting the parking and real estate industry. Huberty served as an Executive Vice President of SP Plus, where he oversaw the southern division of the company. He was named to this position after successfully overseeing the transition of his team through the integration of Central Parking and Standard Parking in 2011. SP Plus’s clients included some of the nation’s largest owners and operators of mixed-use projects, office buildings, hotels, stadiums and arenas, as well as airports, hospitals, and municipalities.
Huberty was also active in political affairs, serving as a State Representative for Texas House District 127 from 2010-2022, retiring after the 87th legislative session. Huberty also served as a Trustee for the Humble Independent School District which has 42,000 students, from 2006 to 2010, serving as its President from 2009-2010. Huberty oversaw the majority of education reforms in Texas over the last decade, with the passage of HB 3 in 2019, which provided the largest infusion of new money into the education system, along with the largest single tax cut at the time.
Huberty was appointed by the Mayor of the City of Houston as a Board Member of the Coastal Water Authority in August 2024, which provides untreated surface water to the cities of Houston, Baytown, and Deer Park; all for municipal purposes. He also serves on the Advisory Board for the Be an Angel Fund, which is a non-profit board that supports profoundly deaf and handicapped children in Texas. Huberty is also a Chairman of the Board of Bookmarked, which is an EdTech Platform that focuses on literacy in the State of Texas. Huberty received his Ed.D. from the University of Phoenix in 2025 and is currently an associate professor at the University of Texas LBJ School.

Leo Lopez serves as Chief Financial Officer and Board Member at MoakCasey, overseeing the firm’s financial management, including accounting, budgeting, forecasting, and treasury functions across MoakCasey, Texas Education Initiative, and three other affiliated entities. In addition to his financial leadership role, Leo heads the firm’s School Finance Consulting practice, guiding districts statewide through the complexities of Texas’s school-funding system. His team provides customized financial analysis, legislative updates, and executive coaching to help district leaders align fiscal decisions with student-outcome goals.
Leo also contributes to MoakCasey’s Advocacy Services team, working closely with superintendents, school boards, and education associations to shape public-policy outcomes. He helps districts interpret the fiscal implications of proposed legislation, prepare for testimony, and develop effective advocacy strategies that advance Texas public-education priorities.
Before joining MoakCasey, Leo held key leadership roles at the Texas Education Agency and Austin ISD, where he directed statewide school-finance operations and district-level financial management. He played an integral part in developing and implementing House Bill 3 (2019), the landmark school-finance reform that modernized Texas’s funding system.
Leo holds a Bachelor of Business Administration from The University of Texas at Austin, and is a graduate of the Texas Fiscal Officers’ Academy. Over more than two decades working inside the Texas Capitol, Ginger served in several senior roles, including positions with the Speaker of the House and the Chair of the Senate Finance Committee. She spent 15 years in the Texas Senate, including 10 years as Chief of Staff to Senator Kel Seliger.
Ginger is skilled at navigating both the political and policy dimensions of state government and brings deep institutional knowledge of the legislative process, as well as policy expertise across a range of issues, including public and higher education, economic development, taxation, and the state budget. Her strategic judgment and familiarity with complex political environments have made her an effective partner in advancing policy initiatives. She maintains trusted relationships across the political spectrum and approaches advocacy with a deliberate, solutions-oriented focus on achieving client objectives.

Jodi Duron joined MoakCasey after serving 31 years as a proud Texas public school educator. Her extensive career includes leadership roles in human resources, curriculum and instruction, and a decade as a school superintendent. Jodi has served at every level of the K–12 system, working in rural, urban, and suburban districts across Texas. This diverse experience gives her a unique perspective on the challenges faced by districts of varying sizes, demographics, and geographic contexts.
At MoakCasey, Jodi facilitates customized strategic planning, designs and delivers statewide and national workshops, and is an authorized provider by TEA to deliver required school board training. She leads the Client Connections Team, partnering with PK-16 schools nationwide to deliver innovative solutions that increase efficiency, optimize resources, and generate alternative revenues to enhance student learning.

Lloyd brings 25 years of experience as a Texas public school superintendent to his work with MoakCasey specializing in strategic planning and continuous improvement processes. Lloyd has extensive experience in turning around financially and academically distressed districts as well as overseeing bond issues, major construction, personnel management, property value limitation agreements (Ch. 313), and crisis and disaster recovery and mitigation. He most recently served for 12 years as superintendent of schools in La Porte ISD, which during his tenure had two campuses earn National Blue Ribbon School honors, experienced and recovered from two major hurricanes, completed one major bond issue, passed another, and delivered $380,000,000 in new construction or renovation.

Josh started his career at the Texas Comptroller of Public Accounts after he graduated from the LBJ School of Public Affairs at UT Austin. Dr. Maria “Mimi” Vidaurri joins MoakCasey as Senior Vice President of Academics following 39 years of dedicated service to Texas public school, including 11 years as a Texas school superintendent.
Dr. Vidaurri has held diverse leadership roles spanning curriculum and instruction, federal programs, finance, and human resources in both rural and urban districts. This breadth of experience equips her with the insight and expertise needed to support school systems across Texas in navigating an ever-changing educational landscape.
At MoakCasey, Dr. Vidaurri facilitates the strategic planning process for school districts and, as a TEA Authorized Provider, delivers required board training for school boards across the state. She is also a frequent presenter at statewide conferences on strategic planning, continuous improvement, and performance management.

Lori Boswell serves as Vice President of School Finance at MoakCasey, supporting Texas school districts through comprehensive financial and operational advisory services. Her work focuses on strengthening district financial management practices, improving internal controls, and aligning operations with long-term fiscal sustainability.
With more than 26 years of experience in Texas public school finance and operations, Lori brings deep expertise across the core financial and operational responsibilities required to effectively manage a school district, including budgeting, accounting, financial reporting, debt and capital planning, revenue forecasting, compliance, and organizational leadership. She is known for helping districts translate complex financial and legislative requirements into clear, actionable strategies that support sound decision-making and responsible stewardship of public resources.
Prior to joining MoakCasey, Lori served as Assistant Superintendent of Business & Operations for Weatherford ISD, providing executive oversight of finance, human resources, facilities, custodial services, child nutrition, transportation, and technology. She previously held senior financial leadership roles with Fort Worth ISD, including Senior Finance Officer and Controller.

Trey joined the MoakCasey team after serving 34 years in Texas public schools. He served as an Assistant Superintendent of High Schools for 13 years in a fast growth district. Before that role, he served as a high school principal for 10 years in three large districts. Trey’s commitment to building a strong culture and climate along with a focus on developing authentic relationships has been a key factor in his success. With a strong foundation in organizational and operational planning, he excels at implementing structured environments with systems that promote collaboration, efficiency and focus. He was named Principal of the Year in two districts he served, opened Summer Creek High School in Humble ISD and was the architect of the plan that combined Summer Creek High School and Kingwood High School together after Hurricane Harvey in 2017.

Dr. Martinez joined MoakCasey in 2026, as Vice President of Leadership and Academic Services. In this role, she brings over 22 years of experience in public education. Prior to joining MoakCasey, Dr. Martinez served as Senior Governance Advisor at the Texas Education Agency, where she provided strategic direction and oversaw the development of customized, research-based supports for governing teams and district leaders across Texas. Her work focused on effective governance, leadership alignment, and the implementation of best practices to address complex district challenges and improve academic outcomes. She is also an appointed Conservator.
She holds a Doctorate in Organizational Leadership from Abilene Christian University, a Master of Education in Educational Administration, and a Bachelor of Science in Business Administration from Tarleton State University. Dr. Martinez is a Maxwell Leadership Certified Team Member and is widely respected for her ability to coach leaders, strengthen governance systems, and support sustainable district improvement.
Professional Experience:
After graduating from the University of Texas at Austin, Kathy started her career at the Texas Education Agency. While at TEA, Kathy developed a background in school district data and analysis, eventually serving as the PEIMS Division Assistant Director. While in PEIMS, she was involved in the development of the system design and end user customer tools. Kathy then joined Moak Casey where she maintains and enhances a statewide, in addition to a district-specific, school finance revenue model. Kathy became involved early on with the implementation of Chapter 313 property value limitations for school districts and enjoys working closely with school districts on their projects. She runs staffing and student data analyses and legislative impact analyses utilizing an extensive database of school district information and is constantly working to develop and improve MoakCasey data products.

Larry Taylor joined MoakCasey in 2024 as Vice President. For two decades, Taylor has been a dedicated public servant and a steadfast advocate for Texas students and teachers. He served in the Texas Senate for five legislative sessions, including four as Chairman of the Senate Education Committee.
Before his election to the Texas Senate in 2012, Taylor served five terms in the Texas House of Representatives. He was integral to the 2019 passage of House Bill 3, the $11.6 billion school finance overhaul that boosted per-student funding and reduced property taxes.
He is the former owner of Truman Taylor Insurance Agency in Friendswood, an independent agency started by his father more than 50 years ago. In addition, Taylor has served as a Director and Chairman of the Board for Texan Bank.
In addition to his continuing efforts to help improve the educational outcomes of our students with MoakCasey, he also serves on the Board of Baylor College of Medicine and The President’s Council for the University of Houston at Clear Lake.

Terry specializes in analyzing accountability and assessment data to generate consumer-ready data displays. She facilitates data interpretation for school improvement purposes with district and campus leadership teams and models the statewide impact of policy changes in academic accountability. She has worked in the public education field for 23 years, starting as a school volunteer in Round Rock, moving to Austin ISD as a data analyst and later Coordinator of Accountability, and returning to Round Rock ISD where she was the Associate Director of Academic Data Analysis before joining MoakCasey.

Addie Gomez serves as MoakCasey’s Executive Director of Advocacy. A native of a small West Texas town, Addie has worked in Texas politics for 20 years. She has served three state legislators and in the office of the Speaker of the Texas House, shepherding dozens of proposals through the legislative process. While she has experience in issues ranging from public health to transportation funding, public education has long been her passion. Addie’s areas of expertise include grassroots engagement, legislative and regulatory strategy, and political communications. Most recently, she led the Community Impact team at KIPP Texas Public Schools.
A proud graduate of the University of Texas at Austin, Addie is married to Mike, a fellow Longhorn and native Texan. They have one daughter, Penny, and a very sweet dog, Gus.

Steven Santoyo is the Director of Advocacy at Moak Casey, where he works at the intersection of education policy, governance, and implementation across Texas. He partners with school districts and education organizations to navigate the legislative and regulatory landscape and guides their engagement with the Texas Legislature, the State Board of Education, and the State Board for Educator Certification.
During the 89th Legislative Session, Steven served as a Policy Analyst for the Texas Senate Committee on Education K–16 in the office of Chairman Brandon Creighton, advising committee members and staff on major public education legislation. His efforts advanced early literacy and numeracy funding and instructional supports, while also strengthening teacher preparation, training, and workforce pipelines. Steven was especially proud to help organize Senate hearings that elevated the voices of educators and practitioners from across Texas and shaped provisions later incorporated into the $8.5 billion school finance package.
Steven’s work is grounded in his lived experience. Raised in Oak Cliff and educated in the Dallas Independent School District, he returned to Dallas ISD classrooms after college as a public school teacher at W.H. Gaston Middle School and his alma mater, Hillcrest High School. He taught middle and high school English, journalism, and honors coursework, and faculty-advised Student Council and co-coached Mock Trial – before, during, and after the COVID-19 pandemic.
Earlier in his career, Steven interned in Washington, D.C. through the Bill Archer Fellowship in the Office of Congressman Marc Veasey, an experience that reinforced the importance of bipartisan collaboration and public service. Steven’s later graduate-level training at Southern Methodist University and The LBJ School of Public Affairs, alongside educators from public, charter, private, and Montessori schools and in coursework related to school finance, public management, data analysis, and curriculum development, continues to inform his work to strengthen and support effective school systems across Texas.

Kimberlee Ralph joined MoakCasey in 2025. Kimberlee manages the firm’s role in multi-district litigation, assisting districts with responsive documentation, technical questions, and compliance with court-mandated requirements. She also supports other service areas for the School Finance team, including property value audits and protests, Truth-in-Taxation, and revenue projections.
Prior to her role at MoakCasey, Kimberlee worked as an educator, researcher, and policy professional, working to improve public education for over a decade, in Texas, Colorado, and Washington, D.C. Most recently, she was Chief of Staff for a member of the Texas House of Representatives, lending her practitioner insights to the policymaking process. Between the 88th and 89th Legislative Sessions, she worked to address teacher quality and retention as an associate researcher at Learning Policy Institute.
Kimberlee started her career as a middle school language arts teacher and coach for nine years, serving communities in South and Central Texas.

Ryan Huberty is a Sales Manager at MoakCasey, where he helps schools and organizations identify opportunities to help with Revenue Enhancement and Cost Avoidance. In this role, Ryan leverages his background in sales, real estate, and business development to build relationships and deliver tailored solutions that drive measurable impact.
Prior to joining MoakCasey, Ryan served as an Account Executive at Mobile Infrastructure, where he generated and increased monthly revenue while overseeing growth across 21 markets and 40 assets nationwide. Earlier in his career, Ryan earned his real estate license at just 19 years old working with both Keller Williams and JLA Realty to sell both commercial and residential properties and support real estate investors.
Ryan earned his BBA in Marketing with a Minor in Political Science from Texas Tech University’s Rawls College of Business. He is recognized for his strong work ethic, problem-solving skills, and ability to create value for clients through innovative strategies and positive relationship-driven service.

Julia Grizzard has worked for over fifteen years in education and policy. Most recently as the Executive Director of the Bexar County Education Coalition (BCEC), a coalition dedicated toward elevating the voices seventeen Bexar County area Independent School Districts.
Before founding BCEC, Julia served as the legislative director for Representative Diego Bernal while he was the vice-chair of the House Committee on Public Education. Julia coordinated Representative Bernal’s entire legislative agenda as well as researched, developed, and executed legislation pertaining to public education, higher education, tax reform, healthcare, immigration, and economic development. Additionally, Julia played a key role in developing a part of the comprehensive school finance legislation, House Bill 3, which systematically updated how public schools in Texas are funded. Julia also acted as a point of contact and resource to District 123’s educational institutions, state-wide education and policy advocacy organizations, and state agencies including the Texas Education Agency, Higher Education Coordinating Board, and Health and Human Services Commission.
Prior to her time at the state legislature, Julia spent a decade in curriculum development and implementation, teaching and training, and education management with The Princeton Review. While working for Princeton Review, she worked as a classroom teacher and private tutor, then managed High School Operations in Central Texas and, finally, joined the national content team as the National Director of College Readiness and Institutional Programs. In that final role she authored The Princeton Review’s College Handbook series and oversaw every product that Princeton Review carried to around fifty-thousand students every year in both High School and College Classrooms. Julia left The Princeton Review to take her skills and passion to ensure students have the resources, support, and opportunities necessary to go to and complete college into the public sector.
Julia grew up in San Antonio, attended Trinity University and Teachers College, Columbia for undergraduate and graduate studies respectively. In the rare event that she’s not reading the Texas education code or philosophizing about Texas education policy, she is spending time with her husband George and her sons Liam and Emerson.

As a consultant for MoakCasey, Ronnie Kincaid specializes in property value limitation agreements and strategic thought, design, and continuous improvement. After a 43-year career, Ronnie retired from public education in 2018 having served in many roles from teacher/coach and campus administrator to district superintendent and Executive Director of Region 14 Education Service Center. He has successful experience in school finance, long-range district financial planning, district accountability, strategic planning, school board training, and superintendent searches.

Jim joined the Moak Casey team in the summer of 2025, bringing a wealth of experience in public education with him. He was nominated four times for Texas Superintendent of the Year by school boards in two different districts. An author of several published articles on politics and school leadership, he retired from public schools in 2018. He has also published two books: “Leading in Chaos: A Commonsense Blueprint for New and Aspiring School Leaders” and “Boys Beneath the Pines: A Childhood Memoir.”

Dr. McKeown-Moak has over 50 years of experience as an educational administrator working with school districts, Boards of Education, universities, Regents, state legislatures, executive offices, and non-profit agencies. She has served as the senior financial officer of a university system, business manager, professor, school finance specialist, strategic planner, and has been a consultant serving Texas education for the past 25 years. She has developed funding formulas for universities, community colleges, special education, pupil transportation, categorical aid, or general school aid in more than 30 states. She has also served as an expert witness in education finance court cases.

Professional Experience:
Kelly Pickle joins the MoakCasey team after proudly serving 37 years in Texas public schools. Her career in education includes a variety of leadership roles primarily in rural and suburban school districts. Her experiences include campus principal, directorships in curriculum, instruction, assessment and federal programs, and superintendent. In addition to her work in public schools, Kelly has also served as the Coordinator of School Improvement for Region 8 ESC and a Title I Specialist for Region 7 ESC. Through her school improvement work, she currently serves as an External Facilitator for the ESF diagnostic process with schools in improvement.

Toni joined the MoakCasey team in June 2021. Toni is an experienced public education leader. In addition to teaching and serving as a Licensed Specialist in School Psychology, she has held several administrative roles including Principal, Director of Curriculum & Professional Development, Chief Instructional Officer; Deputy and Interim Superintendent, all in the San Antonio geographic region. In her most recent positions, she has facilitated strategic planning and worked with divisions to develop “key work processes” to cultivate employee engagement and role clarity, while also promoting the organizations’ capacity to work in-concert to achieve high expectations for literally, all students.
Toni has also published articles on themes of social justice, while serving as an adjunct faculty member for Trinity University, Texas A&M San Antonio, and the University of Texas, San Antonio (Superintendent Certification Program).
As a consultant, she works with the Leadership & Academics team serving the firm’s strong foundations grant clients and other related projects.

Dava has spent the last 25 years working with Texas school districts and non-profits, helping bookkeepers and finance clerks understand district and campus accounting. Starting out her career in school finance as a campus bookkeeper, Dava later became an activity fund accountant supporting 130 campuses and bookkeepers in activity Fund management and budget accounting. She also spent time working in the IT department supporting finance and accounting systems at a large school district. In these roles, she has trained bookkeepers and principals in best accounting practices, the TEA chart of accounts, and she has also assisted in developing and implementing new policies and procedures. Now, she supports bookkeepers all over the US, helping them become more efficient and better understand their roles.
Administration & Operations Team
Missy Dvorak joined MoakCasey in March 2023 as the Strategic Planning Coordinator and has since taken on the role of Project Manager, Logistics. She plays a vital role in supporting the Leadership and Academic Services team with accounts receivable tracking, client tracking, reporting, and contract management.
Missy also works closely with Dr. Greg Gibson and Dr. Jodi Duron as the Executive Assistant for the Texas Association of Midsize Schools where she began as the bookkeeper in 2015.
Brianna Huberty joined MoakCasey as an Accounting Assistant in June 2023 and has since taken on the role of Project Manager. She plays a vital role in supporting various teams, including:

- Accounts Receivable Reporting,
- Client Tracking and Reporting,
- Contract Implementation, and
- Conference Event Coordination.
In addition, Brianna oversees operations at both locations for Capitol Café, another TEI subsidiary. She began her journey with Capitol Café as General Manager in November 2022 and now serves as the Operating Partner.
Brianna holds a Bachelor’s degree in Business Administration with a focus on Finance, complemented by a minor in Accounting and a certificate in Political Science from Texas Tech University.
Professional Experience:
Kari Ruehman joined MoakCasey in 1999 as an administrative assistant overseeing daily operations and customer care for the past 26 years before moving into the Leadership and Academic Services team where she coordinates logistics for the Texas Assessment Conference (TAC) and curates the library of Network of Quality Schools (NQS) training documents and website content.
